The concept of public finance in the symposium for students of the Department of Public Administration
On 11 October 2022 (Tuesday), Department of Public Administration of second-stage students presented a seminar entitled: The Concept of Public Finance, under the supervision of Head of Department Dr. Samir Salahaldeen Hamdi.
The seminar included a discussion on several sections, including the definition of public finance concept, what are the types of public finance, and what is the relationship between public finance with economy, law, and other sciences.
The students started by explaining the concept of public finance as: It is the science that investigates how to use financial tools from public expenditures and public revenues towards achieving the goals of the state stemming from its political, economic and social philosophy.
Also, the students discussed the relationship between public finance and the economy: a close relationship, as it is the relationship of the whole to the part that affects and is affected by each other. Revenue and public expenditures are important tools to influence the economy. Many economic crises, such as inflation and deflation, can be mitigated by a rational financial policy through taxes and expenditures.
At the end of the seminar, the students discussed the relationship between public finance and the law, through several financial and tax laws, including: the law regulating the general budget, the income tax law, and the real estate tax law. The public finance also differs from the private finance, whether in terms of the objective, in terms of responsibility and control.
