Business Administration Department Students Visit Erbil Governorate
On Tuesday, 18 November 2025, the Business Administration Department at Cihan University–Erbil organized an academic visit for fourth-stage students to the Erbil Governorate. The visit was supervised by Assistant Lecturer Hevi Mohammed Qadir. Upon arrival, the students were warmly received by Mr. Jegr Saber Aziz, Director of the Confidential Office. He explained that the Erbil Governorate consists of fourteen main directorates, with 300 engineers and 500 employees. He also clarified that any incident occurring within Erbil city is directly handled by the governorate, unlike in other administrative regions. Additionally, he discussed the use of smart devices, such as iPads, for managing tasks.
During the visit, students toured several departments, including the Confidential Office, Accounting, Legal Affairs, IT, Archive, Media, Follow-up, and Citizen Affairs. The visit began at the Confidential Office, where Mr. Jegr provided a detailed explanation of its functions. He noted that the office operates independently and that all official work and correspondence passes through it. He described both manual and electronic correspondence processes, emphasizing that urgent letters sent to the governor are given high priority. He also highlighted the success of the electronic system, which uses a QR code system to ensure that information is accurately recorded and stored throughout the workflow.
Next, the students visited the Accounting Department, where Mr. Payam Sahdi Ismail, Director of Accounting, explained that the governorate employs both central and decentralized accounting systems. Excel is used for internal administrative processes, while Access is used for project-related tasks. They then visited the IT Department, described as the most important department for archiving and registering documents. In the Media Department, students learned that part of the staff’s work involves accompanying the governor to record video documentation of events and activities.
The tour continued at the Follow-up Department, established under the leadership of Mr. Omead Khoshnaw, Governor of Erbil. The department is responsible for monitoring suspicious or questionable activities. In the final part of the visit, students visited the Citizen Affairs Department, where Mr. Nozad Fuad, Director, explained that the department works directly with citizens. Complaints such as water shortages or damaged roads can be officially registered, with most complaints coming from elderly individuals. A hotline (0750 600 07 07) is also available for direct citizen support.
At the end of the visit, Assistant Lecturer Hevi Mohammed Qadir expressed her gratitude to Mr. Jegr Saber Aziz and the entire governorate staff for providing this opportunity, which allowed students to gain first-hand knowledge of the governorate’s administrative operations.
