Faculty Members from the Departments of Business Administration and Law Participate in a Specialized Programme on Railway Management and Transportation Systems in the People’s Republic of China

On Tuesday, 21 July 2026, as part of an international academic training programme in the People’s Republic of China, Dr. Omaer Zubir Zahir, Head of the Department of Law and International Relations, and Assistant Lecturer Hevi Mohammed Qader from the Department of Business Administration at Cihan University – Erbil participated in a specialized seminar entitled “Theory and Methods for Dispatching and Command of Railway Transportation”, held at Southwest Jiaotong University.
The seminar was delivered by Mr. He Bisheng and Mr. Zhang Yimeng, lecturers at Southwest Jiaotong University. At the beginning of the seminar, Mr. He Bisheng introduced the theoretical foundations of railway transportation dispatching and command systems. He explained the concept of scheduling, describing it as the operational “brain” of railway transportation that ensures the efficient allocation of resources, coordinates railway operations, and optimises freight and passenger movements. He also discussed the three core elements of scheduling decisions—load assignment, sequencing, and scheduling time—along with the major scheduling constraints, including resource limitations, operational priorities, and time management. Furthermore, he highlighted how intelligent dispatching methods, digital technologies, and advanced scheduling models enhance operational efficiency, safety, reliability, and the overall performance of modern railway transportation systems.
In the second session, Mr. Zhang Yimeng delivered a comprehensive presentation on the global development of railway freight transportation. He explained the freight transportation process, the advantages of modern railway logistics, and the growing importance of container transportation in supporting international trade and sustainable economic development. He also presented a comparative analysis of global railway container transport volumes in 2025, demonstrating China’s leading position in the sector. According to the data presented, China recorded approximately 52 million tonnes of railway container transport, followed by the United States (18 million tonnes), India (17 million tonnes), Russia (12 million tonnes), Canada (5 million tonnes), Japan (5 million tonnes), and Germany (4 million tonnes). He emphasised that these figures reflect China’s remarkable achievements in railway infrastructure, intelligent dispatching systems, and integrated logistics networks, which have significantly improved transportation efficiency and strengthened the country’s role in global supply chains.
