Students of the Department of Business Administration Visit the Ministry of Interior in Erbil
On Monday, October 20, 2025, the Department of Business Administration at Cihan University–Erbil organized a scientific visit for second- and fourth-year students to the Ministry of Interior. The visit was supervised by Assistant Lecturer Hevi Mohammed Qader. Upon their arrival, the students were warmly received by Mr. Issa Mirani, Head of the Security Department at the General Directorate of the Ministry of Interior of the Kurdistan Region. They then met with Dr. Heman Mirani, the General Director of the Ministry.
During the visit, Dr. Heman Mirani explained the functions of the Ministry. He clarified that the four independent directorates report their activities to the General Directorate of the Ministry of Interior in Erbil. He also discussed the Ministerial Decree, emphasizing that only the Minister has the authority to issue orders related to vehicle purchase and sale, fuel procurement, transportation matters, travel and residency permits, and annual driver’s licenses.
The students then met with Mr. Fathi Mustafa Khidr, Director of Human Resources. He explained that appointing a new employee requires approval from the Council of Ministers. He described three types of employment: permanent, contract, and daily. He also explained the process of announcing job vacancies, noting that vacancies are sometimes posted internally within the ministry and sometimes publicly, including on social media. Mr. Khidr further explained that appointed employees must provide a certificate and undergo a medical examination. Employees begin receiving their salary from the first day of employment but remain under observation for one year. If no violations are observed during this period, employment is extended by an additional six months. Employees who continue to meet the required standards after this period are granted permanent employment; otherwise, their appointment is terminated. He also discussed three types of leave: study leave, sick leave, and ordinary leave. Employees are entitled to three days of leave per month without a salary deduction. If an employee does not use their leave over several years and accumulates up to 1,000 days, these days are counted as years of service upon retirement.
Additionally, Mr. Khidr explained basic salary and allowances. There are two types of allowances: permanent and temporary. Permanent allowances, such as qualification or child allowances, continue as long as the employee remains in service. Temporary allowances are granted when an employee faces specific risks or situations while performing their duties and are discontinued once the situation ends.
At the end of the visit, Assistant Lecturer Hevi Mohammed Qader expressed her gratitude to Dr. Heman Mirani and all the staff of the Ministry for providing this valuable opportunity to the students.
