Minister of Higher Education Honors Professor Dr. Amjad Saber Al-Delawi for Registering an International Patent

In a distinguished ceremony held on Monday, June 22, 2026, at the Erbil Polytechnic University Ceremony Hall, Dr. Aram Mohammed Qadir, Minister of Higher Education and Scientific Research, awarded a Certificate of Appreciation to Professor Dr. Amjad Saber Al-Delawi, President of Cihan University-Erbil. This honor recognizes his achievement in securing and registering an international patent, a significant milestone for the higher education sector in the Kurdistan Region.
Addressing an audience of university presidents and researchers, the Minister stated: “It is a matter of great pride that out of 51 total patents, 25 have been registered internationally, and Professor Dr. Amjad Saber Al-Delawi’s invention is among these prominent achievements.” Dr. Aram emphasized that such successes signify the genuine talent and dedicated efforts within our universities toward knowledge production and innovation. He also highlighted the Ministry’s roadmap for university independence—encompassing financial, administrative, and academic autonomy—as an essential environment for fostering academic freedom and scientific breakthroughs.
The patent achieved by Professor Dr. Amjad Saber Al-Delawi, in collaboration with a local and international expert team, is a pioneering global project in the field of Artificial Intelligence (AI). The innovation focuses on developing a “Smart System for Task Scheduling and Prediction of Automated Employee Evaluation.” This system aims to fundamentally transform institutional management and enhance operational efficiency through intelligent technology, eliminating human bias in the process.
During the event, Dr. Zhala Saeed Khattat, Director General of the Research and Development Office, highly praised the innovative faculty members, noting that the Ministry’s efforts to honor researchers serve as a powerful incentive for intellectual and human capital development within academic institutions. The ceremony concluded with the awarding of certificates to the inventors, emphasizing the importance of sharing these scientific advancements with university students across Kurdistan to further enrich the educational and learning process.
