Panorama of the Third International Scientific Conference on Administrative and Financial Sciences
Under the auspices of Dr. Aram Mohammed Qadir, Minister of Higher Education and Scientific Research, with the presence of Dominik Musial, Polish Consul-General in Erbil, and some considerable number of researchers, university lecturers and experts, and by considering all health and safety measures for avoiding Coronavirus transmission, Cihan University-Erbil organized its third international conference on Administrative and Financial Sciences in cooperation with Warsaw University for Life Science Warsaw, Poland on Monday and Tuesday, April 7th_8th, 2021.
Registration
The conference opened at Conference Hall on Monday, April 7th, 2021 at 8:00 a.m. Accordingly, a specific committee registered the names of all participants and distributed the conference requirements among participants; a brochure giving details about the event, the researchers and their research title. Preventive measures against COVID-19 were taken, masks and leaflets were distributed and social distancing was maintained. Later, the welcoming committee guided the participants to their places.
Opening Ceremonies
The conference began by a one-minute silence in recognition of the soul of Kurdistan Martyrs. Later, President of Cihan University-Erbil, Prof. Dr. Amjad Saber Al-Delawi, delivered a speech. After welcoming the presidents of universities, the deans, academic staff and researchers, Prof. Dr. Amjad talked about the important aspects of the conference and its agenda. He mentioned the number of researches that were submitted by different researchers from some modern universities around the world.
Prof. Dr. Amjad emphasized that “administrative and financial sciences are among the major fields to run a government; accordingly, developed countries have taken considerable steps to break the administration routines, and achieved dramatic outcomes. The desired outcome undoubtedly is because of their practical movements following up scientific researches in the field of administration and finance.” Below are the words of Prof. Dr. Amjad Saber Al-Delawi, the president of Cihan University-Erbil at the opening ceremony.

Ladies and Gentlemen,
It is my pleasure to welcome all participants today to the 3rd International Joint Conference on Administrative and Financial Sciences that Cihan University-Erbil has the honor to organize with the University of Warsaw of Life Sciences –Poland on April 7-8, 2021.
Upon the blessing of Allah, I announce the launch of the works of this important conference. My colleagues and I in the Organizing Committee are pleased to see the remarkable turnout of participants in this conference, with a total of 77 scientific papers, all of which have been subject to solid scientific arbitration and double-blind peer review. As a result, 46 papers were accepted and 31 were rejected.
The number of scientific researches by researchers from within the Kurdistan Region constituted 19 researches, 18 researches from inside Iraq, in addition to 9 researches from outside Iraq, with the participation of 15 foreign researchers from international universities affiliated to the United Kingdom, Poland, Malaysia, India, Turkey, Jordan, Egypt and Qatar, while the number of the Keynote speakers are six.
Ladies and Gentlemen,
Holding of this conference, just two days after a similar international conference of Architecture and Civil Engineering, reaffirms the leading role of Cihan University-Erbil in its international academic presence as well as in its solid partnerships with sound international universities such as the well-known Warsaw University of Life Sciences-Poland.
The scientific diversity in the map of the international scientific conferences held by our university indicates the firmness and clarity of the vision of Cihan University-Erbil, which is based on access to a concrete university education reinforced by update technology, which has become an indispensable key to unlock all the different scientific problems facing researchers in different parts of the world.
It is no secret, ladies and gentlemen, that addressing issues of management and financial sciences through an international conference in which the visions of researchers and scholars from different Western and Eastern backgrounds meet, enhances the seriousness and effectiveness of the results, recommendations and expected outputs of such demonstrations.
Finally, I wish you all dear respected participants the success and prosperity in your current and future endeavors. I hereby announce the launch of this conference, reiterating my appreciation and gratitude for all the good efforts that have contributed to this conference’s success, supplicating Almighty Allah to help us all for the good and welfare of our countries in specific and the world as a whole.

Presenting a speech by the President of Warsaw University of Life Sciences
In another part of the conference, the president of Warsaw University of Life sciences, Prof. Dr. Michal Zasade, gave an online speech and talked about the importance of the joint conference recognizing the central importance of administrative and financial sciences.
Beginning the Plenary Session
After presenting the speeches, the program of the third International scientific conference on Administrative and Financial Sciences begun. In this context, 46 outstanding researches were delivered by researchers from different universities; from universities of Britain, Poland, Malaysia, India, Turkey, Jordan, Egypt, Qatar, Iraq and Kurdistan Region. Furthermore, some keynote speakers set out the central theme of the conference.
The keynote speaker of the conference, Prof. Dr. Joanna Paliszkiewicz from Poland gave the first seminar on ‘Management and Innovation, New Challenge’.
Section A _Professional Development Prospects in Administrative, Accounting, and Financial Sciences
After a short coffee break, the first panel of the conference begun at Conference Hall, Cihan University-Erbil on Wednesday, April 7th, 2021 at 12 p.m. The first Panel was on ‘Professional Development Prospects in Administrative, Accounting, and Financial Sciences’. The Committee Chairman and co-chairman for the first panel was Prof. Dr. Moyassar I. Aljubory from Mosul University and Asst. Prof. Dr. Alaa A.D. Taha from Mosul University. The keynote speaker of the panel was Asst. Prof. Dr. Ammar Al-Bazi from Coventry University, UK. He presented a seminar on ‘How Artificial Intelligence is used in Renewable Energy Networks Management?’
In this panel, the results of six top researches were presented. In so doing, first, a joint research on ‘Applying Financial Reporting Standard No. (3) Business Integration to Companies Contributing to Rationalizing Investment Decisions in the Iraqi Environment’ conducted by Dunya Mohsin Khalaf, Muwafaq Abas Shkara and Emad Muhammad Kanduri. Later, Jakub Kraciuk, Elżbieta Kacperska gave a seminar entitled ‘The Role of Foreign Direct Investments (FDI) in Regional Development’. Additionally, Barraq Subhi Kaml explained about his research on ‘Propose a Method to Find Performance Measures in the Fuzzy Queuing System’. Next, the results of a joint research entitled ‘Leadership Styles and Organizational Citizenship Behavior in Secondary Schools’ by Sameer S. Hamdi, Alaa S Jameel, Aram H Massoudi, Abd Rahman Ahmad were presented at 1 a.m.. The third seminar of this panel was allocated to another joint research called ‘Evaluating the efficiency of managing and financing working capital in medium-sized companies_ Applying in Narwy Trading and Contracting Company for the period 2012-2013’ which was done by Hala Sami Khazir Elyasin, Ammar Shahab Ahmad Al-Ahmad and Zarqam Qaydar Al-Mandalawi. The last seminar of this panel was dedicated to a research by Nawzad Abdulrahman Alhiti on ‘Entrepreneurship and Economic Diversification: Qatar as a Model’
After presenting the results of all six researches in this panel, the researchers answered the attendees’ questions about the discussed subjects. The participants enriched the conference with their critical and constructive comments on the scientific researches which in turn encouraged more interest among the participants of the conference.
Section B_ Professional Development Prospects in Administrative, Accounting, and Financial Sciences
In concurrent with the first panel of the conference, the section B of the subject ‘Professional Development Prospects in Administrative, Accounting, and Financial Sciences’ was held in the Stock Exchange Hall of Cihan University-Erbil on April 7th, 2021 at 12 p.m. Prof. Dr. Mufeed Dhanoon Almula-Dhanoon from Mosul University,Iraq was the committee chairman and Ammar Shahab Al-Ahmad from General Directorate of Education of Nineveh, Iraq was the Co-chairman of the committee.
According to the context of this panel, the first research entitled ‘Customer Relationship Management Based on Business Intelligence: Proposed Framework’ by the researchers Alaa Abdul Salam Alyamani, Mohammed Assim Alsalem was presented. Later, a joint research by Yazen Nafea Mahmood, Muhammed Khazal Rashad, and Ashraf Abd-ALrazak Saeed on ‘Impact the Measuring Factors to Implantation the Results Based Monitoring and Evaluation /Case Study on Mosul University’ was presented. It followed by another joint research on ‘Total Quality System in Iraqi Universities’ conducted by Chawan Hussein Al-Jaff and Ahmad Jamil Al-Mudarres. Thereafter, another seminar by Abdul Rashid, Varsha Rokade presented. It was on ‘Direct and Indirect Effects of CSR on Customer Reactions: PLS SEM Approaches’. Mojib Hassan Muhammed was another researcher who explained about his research on ‘The reality and prospects of financial inclusion in Iraq, with special reference to the Kurdistan Region – Iraq’.
Subsequently, the results of a joint research entitled ‘The Influencing Factors on the Employees’ Cooperation of Private Sector’ by Manaf Basil Raewf, Yazen N. Mahmood, Ali Jalal Jaafar from Cihan University –Erbil were presented. The last seminar of the panel was dedicated to a research on ‘Integration of ISO 31001:2018 Risk Management System and Quality Risk Management, Methodology in Building Quality of Higher Education – Theoretical Perceptions’ by Omar Ali Esameel and Maysar Ebrahim Ahmad. Thereupon, by discussing all related subjects to this panel, the participants contributed their valuable points of view about the subjects.
Energy Management and Efficiency
The second panel, running simultaneously with the other two panels, was arranged about ‘Energy Management and Efficiency’ in Cihan Academy Hall on April 7th, 2021 at 12 p.m. The Keynote Speaker of the panel was Dr. Nawzad Abdul-Rahamn Al-Hiti from Diplomacy Institute, Qatar. He presented a seminar on ‘Entrepreneurship and Diversity of Energy’. The Committee chairman and co-chairman were Dr. Alaa Ahmed Hasan, Minister of trade Ministry, Baghdad, Iraq and Azwar Mahdi Agha from Cihan University-Erbil, Kurdistan Region, Iraq respectively.
Attaining the objectives of the panel, Sudfa Taher presented a seminar on ‘The role of investment in renewable energy and cleaner production technology in achieving sustainable competitive advantage’. Afterwards, Sabah Naama Ali presented another seminar on ‘The Egyptian experience in agricultural investment under the World Trade Organization and the possibility of Iraq benefiting from it’. Later, the results of a joint research entitled ‘Contribution of the economics of renewable energy to sustainable development’ by Laura Bassem Al-Saour, Saad Mahmoud Al-Kawaz and Nazhan Mohammed Al-Saho were elaborated.
Continuing the activities of the panel, three more seminars were presented. Nagham Mahmoud Majid, and Saad Mahmoud Al-Kawaz presented a seminar on ‘The role of foreign investment on local development in the United Arab Emirates for the period (2001-2019)’. Following that, a research entitled ‘Analyzing the Effects of Establishing Communication Towers on Real Estate Sale Prices in Residential Areas Case Study of Sulaimaniyah City Center’ by Dara Musheer Ridha, Ayuob Anwar Hamad Smaqae, Fatma Fehime Aydin was delivered. Finally, the last part of the panel was assigned to a research entitled ‘Bank deposit trends in the Kurdistan Region a case study in the Kurdistan International Bank / Erbil’ which was conducted by Muwaffaq Ahmed Ali, Manaf Basil Raouf, and Mujib Hassan.
Accounting and Entrepreneurship
Cihan University-Erbil in cooperation with Warsaw University of Life Sciences continued the programs of the third international conference on Administrative and Financial Sciences on April 7th, 2021 at 12 p.m. Concomitantly with other panels of the conference, the third panel on ‘Accounting and Entrepreneurship’ was held in VIP Hall, Cihan University-Erbil. The committee chairman was Ass. Prof. Dr. Waheed Mahmood Ramo from Mosul University, Iraq and the committee co-chairman was Muath Tariq Suliman from Cihan University-Erbil, Kurdistan Region, Iraq. The Keynote Speaker of the panel, Prof. Dr. Abd al-Salam Abu Tabanja from Mutah University, Jordan, presented a seminar on ‘The role of Accounting in the Development of Entrepreneurship’ to start out the third panel.
To run the first section of this panel, Dr. Narsaiah Neralla explained about his research entitled ‘Application of Target Costing and Performance Analysis: Evidence from Indian Automobile Industry’. Later, the results of a joint research by Ali Hilal Waneon, Haider Neeama Kazem, Hatam Karim Kazem on ‘Use of time-directed resource consumption accounting (TDRCA) to measure idle power الطاقةs’ was presented. The third seminar in this panel was for a research called ‘Integration between governmental and private accounting education standards and their role in achieving professional development’ conducted by Alaa Abdul Wahed Dhanun. Following that, Nazar Hayas Abbas, Ali Jalal Jafar revealed the results of their research on ‘Evaluation of Budgetary Planning of Iraqi Private Banks (Case Study on A Sample of Iraqi Islamic And Commercial Banks)’.
In another part of this panel, three more seminars were presented. Adnan Salem Qassem, Iyad Ahmed Al-Zubaidi presented a seminar on ‘Testing the measures of evaluating the performance of the investment portfolio, an analytical study of the portfolio of the Saudi Pension Fund for the period (2008-2019)’. Then, another joint research was presented. It was entitled ‘The role of professional specialization in enhancing the auditor’s judgment to assess the continuity of the economic unit using indicators according to the audit standard 570’ conducted by Safa Ahmad Al-Ani, Jaafar Abdul-Hussein. The last seminar of the panel was dedicated to a research entitled ‘Factors Affecting on Knowledge Sharing among Undergraduate Students’ conducted by Walaa Jawdat Ali.
Entrepreneurial Financing
The first panel of the second day of the conference regarding ‘Entrepreneurial Financing’ was held at Cihan Academy Hall of the university on April 8th, 2021 at 10 a.m. The Keynote Speaker of the panel was Prof. Dr. Mahmoud Dagher from Central Bank of Iraq, Iraq. He presented a seminar on ‘Central Bank and Financing Entrepreneurial Projects’ Prof. Dr. Khalid Mirkhan – Cihan University – Erbil, Kurdistan Region, Iraq held the post of committee chairman and Dr. Sinan Abdulla Harjan – Cihan University-Erbil, Kurdistan Region, Iraq was the of the Co-chairman of committee to run the seminars.
Regarding the objectives of this panel, a scientific research entitled ‘The effectiveness of entrepreneurship in developing economic projects, Canada as a model’ was delivered by Saad Mahmoud Al-Kawaz, Jassim Muhammad Al-Tahhan, and Tariq Nour Ibrahim. Later, Jamal Hadash, Lina Tariq Ali presented the results of their research on ‘Measuring and analyzing financial behavior trends for financial decisions – an applied study for a number of Iraqi private commercial banks registered in the Iraq Stock Exchange’. Following that, Alaa Abdul-Mawgod Al-Ani, Asaad Alwan Al-Dulaimi gave a seminar on ‘Measuring the quality of administrative decisions using the model of Spetzler et al; An exploratory study of the opinions of a sample of workers in the Department of Livestock in Baghdad Governorate’.
Continuing the panel, some other accepted researches were presented. The results of a joint research on ‘Banking awareness and its impact on the development of banking service and financial inclusion: An applied study in the banks of the Kurdistan Region’ by Mujib Hassan, Muwaffaq Ahmed Ali, and Omid Ibrahim Hussain was explained to the attendees. Then, the outcomes of another joint research on ‘The role of financial inclusion in achieving sustainable development; An exploratory study of a sample of workers in the Commercial Bank of Baghdad’ by Mustafa Salam Abdel Reda, Haider Muhammad Karim, Adnan Aziz Jiyad, Sinan Abdullah Harjan were presented. The last seminar of the panel was dedicated to a research entitled ‘The Impact of Service Quality in Conference Industry: Cihan University as a Case Study’ conducted by Qusay Hameed Al-Salami, and Souhila Najim Abdalla. At the end of the presentations, question and answer session was set aside for the participants to ask and answer directly. Discussing the presented materials opened up fruitful dialogue among the participants.
Financial and Administrative Innovation and Modern Technologies
In concurrent with the first panel of the conference, the second panel on ‘Financial and Administrative Innovation and Modern Technologies’ was held in the Conference Hall of Cihan University-Erbil on April 8th, 2021 at 10:00 a.m. Prof. Dr. Humam Al-Shamaa, a financial expert from Iraq was the Keynote Speaker and the committee chairman of the panel to set out the central theme of the panel. He presented a seminar on ‘Innovation in banking’. Moreover, Mr. Alaa Salam Jameel from Cihan University-Erbil, Kurdistan Region, Iraq was the committee chairman to run the panel.
Concerning the theme of this panel, seven seminars were presented. The first seminar of this panel was for Omid Ibrahim Hussein, Samir Salah El Din Hamdi to reveal the results of their research on ‘The impact of the database and information on the economic planning of the state’. Aram H. Massoudi, Mohamed Essam Ahmed presented the next seminar on ‘Evaluation of Sustainable Amenities Management at Restaurants Sector in Kurdistan Region of Iraq’. Later, Moaz Ghassan Al-Ani presented a seminar on ‘The impact of modern trends of performance measurement in determining the course of business organizations, an applied study in the General Company for Construction Industries in the city of Baghdad’. Afterwards, Yazen Nafea Mahmood, Saif Qudama Younis, Talal Abdulrazzaq Saeed demonstrated the findings of their joint research on ‘Measuring the Performance of Educational Institute by Using Standard of Total Quality (Compare Study Between Private and Public Schools)’.
In the last part of this panel, three other selected papers were presented. In this context, the results of a research on ‘The New Era of Marketing Impact of Social Media Influencers on e-Marketing’ were presented to the attendees. It was conducted by Mohammed A. AbdulKarem, and Thabit H. Thabit. It followed by another joint research on ‘Showing the Impact of Social Responsibility Campaigns on Organizational Reputation’ conducted by Azwar Qassim agha, Aram Masoudi. Later, Enas Dhiaa Mahdi presented her research on ‘The role of the e-government system in the political reform of state institutions’.
Question and answer session is a vital part of every conference. After delivering all presentations, the researchers offered detailed and sensible answers to the attendees’ questions which in turn made the panel become more constructive and encouraging. The committee chairmen also made extended comments.
Local Development
The third panel of the third international conference on Administrative and Financial Sciences on April 8th, 2021 was dedicated to ‘Local Development’. It begun simultaneously with the other two panels at 10 p.m. the committee chairman and co-chairman of the panel were Prof. Dr. Sirwan Karim Issa from Salahaldin University-Erbil, Kurdistan Region, Iraq and Manaf Basil Raewf from Cihan University-Erbil, Kurdistan Region, Iraq. In this panel which was taken place in VIP Hall, Cihan University-Erbil, seven seminars were presented.
First, a research on ‘Knowledge Sharing among Academic Staff in The Higher Education Institution’ conducted by Azwar Mehdi Qasim Agha, Alaa S Jameel was presented. Next, Mufeed Dhanoon presented a seminar on ‘Nexus between Political Stability and Economic Growth– Evidence from Middle East Countries’. Afterwards, the results of a joint research by Adel Sobhi Abdel Qader Al-Basha, Mohammed Abdullah Al-Azzawi on ‘The effect of trading virtual (crypto) currencies on the money laundering process’ was presented . Later, the findings of another joint research on ‘Welfare Economics’ were presented to the participants. It had been done by Malgorzata Rutkowska, Jerzy Tutaj, Jolanta Pakulska, Adam Sulich.
The last part of this panel was assigned to three more scientific researches. For this purpose, first, the results of a research on ‘The Impacts of Traffic Noise on House Renting and Selling Prices Concerning Residential Areas Case of Sulaimaniyah City Center’ was presented to the attendees. It was conducted by Mohammed A. AbdulKareem, Ayuob Anwar Hamad Samqae, and Meryem Samirkaş Komşu. Subsequently, Katarzyna Czech delivered a seminar on ‘Is a Japanese Yen a Safe Haven? Relationship between Japanese Currency and Financial Market Uncertainty’. The other seminar was for presenting the results of a joint research entitled ‘Inflation rate in Iraq, stability or stagnation?’ by Mahmoud Dagher, Hussein Ibrahim Hussein. Like the other panels, the last part of this panel was dedicated to asking and answering questions. The participants also made helpful and perceptive comments to enrich the scientific discussion.
The Conference Closing Remarks
By finishing presenting all accepted research papers during two days, the conference approached its ending and some conclusions. At the closing session, some significant points emerged from the discussions were mentioned. They include the following results and recommendations:
- Developing and improving private sectors and strategy plans in order to diversify revenue sources. It can come true by implementing some programs and following economical, administrative and financial policies to establish strong connection between public and private sectors.
- Fostering business culture among young people within the framework of related institutions by collaborating with business owners, supporting young people to contribute to the process of financial development. For this purpose, the young people should be provided with stimulating environment to be creative and competitive in Kurdistan Region and internationally. Furthermore, they should be provided with more job opportunities to reduce unemployment and solve financial problems.
- Concentrating on financial achievements and sharing them in society for accomplishing the continuous development processes in Iraq and especially in Kurdistan Region. Concerning this, banking services should be expanded and banking procedures should be facilitated in order to rebuild the trust among people in working with banking systems in Kurdistan Region and Iraq. For this purpose, financial activities of administrators in banks should be supported through working on financial decisions of the banks.
- Increasing attention toward using renewable energy sources, since they have a vital role in continuous development. It is necessity to facilitate using energy revenues for the development of projects as well as providing energy for activating economic sectors. Organizations can apply various technical methods for exploiting renewable energies in order to enhance and complement traditional energies and implementing suitable strategies to deal with the risks related to energy waste, impairment and disruption.
- Emphasizing on developing Information and Communication Technology (ICT) infrastructures for assisting and establishing economic policies, which in turn support continuing growth of economic productivity in Iraq and Kurdistan Region. In this context, raising electronic awareness is essential to move forward electronic government, which is known as IOT (Internet Of Things), or proceed to smart organizations.
- Welcoming and supporting initiatives to build and develop a thriving business culture. It is possible through :
- Establishing a financial service platform, fundbox, which raise investments to support small businesses and reduce unemployment
- Establishing Green Bank to financially support of environmentally friendly programs in different sectors like economy, industry, manufactory, transportation, and healthcare
- Launching centers to start new creative projects, to practicalize various industrial programs and to open up business opportunities for young people to work with them
- Announcing initiatives to create business center in different stages of studying at schools or universities for students, and encouraging them to participate in different business activities
- Promoting and increasing investments in Green Economy and Green Projects, and encouraging the young people to participate in such projects for the sake of creating more job opportunities
- Developing local institutions to offer suitable opportunities in order to ensure financial independence, as local development is a sustainable part of development and it is demanded to be in the context of politics and prolonged local development strategies until 2030; providing opportunities for local development in society aspiring to achieve an appropriate governmental system which involve all aspects of life.
Closing Ceremony
By the end of the conference, the results of 46 accepted research papers had been delivered. 105 researchers, experts, and academic staff in different fields of study, business administration, economics, banking, accounting, and finance, contributed their works and ideas to this conference. A detailed set of positive recommendations were put forward at the closing ceremony which took place in Conference Hall of Cihan University-Erbil on Thursday, April 8th, 2021 at 3:00 p.m. By announcing those remarks, and presenting the closing speech by Prof. Dr. Amjad Saber Al-Delawi, the President of Cihan University-Erbil, the third international scientific conference on Administrative and Financial Sciences was ended. In his speech, Prof. Dr. Amjad thanked all committee members from Warsaw University of Life Sciences and Cihan University-Erbil who ran the conference.
At the end, certificates of participation were awarded to the researchers and committee members of the conference. By acknowledging the participants, the third international scientific conference on Administrative and Financial Sciences by Cihan University-Erbil in cooperation with Warsaw University of Life Sciences was ended. It was decided to put forward the suggested recommendations to the concerned organizations to be followed and implemented.
Cihan University – Erbil, as one of the pioneering universities in Kurdistan Region of Iraq, plays an important role in improving and reviving superstructure of Kurdistan Region, through holding several international scientific conferences. Additionally, via organizing such conferences, Cihan University – Erbil aims at meeting the society needs and strengthening bases of establishment and improvement in Kurdistan Region and Iraq, as well as solving financial and administrative issues of Kurdistan Region.
