Cihan University–Erbil and ICRC Discuss a Strategic Project to Advance the Prosthetics and Orthotics Specialization
The President of Cihan University–Erbil, Professor Dr. Amjad Saber Al-Delawi, received a high-level delegation from the International Committee of the Red Cross (ICRC) on Wednesday, February 18, 2026. The meeting was attended by Professor Dr. Ayad Kakayi, Vice President for Scientific Affairs, and focused on establishing a scientific bridge and a long-term partnership in the fields of medicine and physiotherapy.
Historical Ties and University Standing
The ICRC delegation, which included Mr. Prem Saggurthi, Physical Rehabilitation Program (PRP) Coordinator in Iraq, and Mr. Chiya Miqdad Ali, Deputy Head of the ICRC Sub-Mission in the Kurdistan Region, reflected on the history of cooperation with Cihan University–Erbil dating back to 2013–2014 in the field of International Humanitarian Law (IHL). Professor Dr. Amjad highlighted the university’s standing as the first and largest private university in the region, emphasizing its readiness to host international scientific programs. He also underlined the institution’s strong infrastructure, including a modern 260-bed teaching hospital.
Preserving International ISPO Recognition
A primary focus of the discussion was the Bachelor’s program in Prosthetics and Orthotics. Mr. Prem Saggurthi noted that this program is the only one in the Middle East recognized by the International Society for Prosthetics and Orthotics (ISPO). Due to administrative challenges in public universities and the risk of losing this accreditation by July of this year, the ICRC is considering a partnership with a leading institution such as Cihan University–Erbil to preserve and manage the program. The delegation highlighted a significant professional gap in this field in Iraq, which requires international expertise and a rigorous educational system—capabilities that Cihan University–Erbil is well positioned to provide.
Future Prospects and Practical Steps
The meeting also addressed the potential development of a Master’s program in Prosthetics and Orthotics, which currently does not exist in Iraq. The President of Cihan University–Erbil noted that 92% of the university’s graduates are employed in the private sector, reflecting the effectiveness of its educational outcomes. The visit concluded with a decision to establish a joint specialized committee. The ICRC will submit a formal proposal to be reviewed in a joint meeting, with the aim of outlining a legal and scientific roadmap for launching the project and maintaining international accreditation.
