Minister of Higher Education Praises Professor Dr. Amjad Saber Al-Delawi, President of Cihan University-Erbil for Registering an International AI Patent
The Minister of Higher Education and Scientific Research of the Kurdistan Regional Government, Dr. Aram Mohammed Qadir, issued an official Letter of Appreciation (Ref. 9995, dated June 21, 2026) to Professor Dr. Amjad Saber Al-Delawi, President of Cihan University-Erbil. This recognition honors his continuous academic contributions and his pivotal role in registering a groundbreaking international patent that significantly advances the fields of management and technology.
This scientific achievement, a major milestone for Kurdistan’s academic community, has been formally registered under the World Intellectual Property Organization (WIPO) in accordance with The Patent Act. Registering such a project at this global level reinforces the credibility of Cihan University-Erbil’s scientific research and proves that the expertise of Kurdish scholars aligns with international benchmarks, allowing them to make substantial contributions to complex technological domains.
The patent features the development of a “Smart System for Task Scheduling and Prediction of Automated Employee Performance Evaluation using Artificial Intelligence (AI).“ This innovation provides a solution to one of the most complex management challenges in large organizations and corporations. Utilizing advanced AI algorithms, the system automatically distributes tasks among specialized staff and monitors productivity with extreme precision and zero human bias, thereby enhancing operational efficiency and reducing the burden on project managers.
Beyond administrative logistics, the system can dynamically predict future performance levels and project success rates. Since the entire process is digitally recorded, the system automatically generates annual evaluation reports and reward structures, ensuring absolute transparency within institutions. This invention marks a significant turning point in the application of AI in the Kurdistan Region and Iraq, as it effectively bridges scientific theory with practical human resource development.
The patent is the result of a collaborative effort by a team of local and international experts led by Professor Dr. Amjad Saber Al-Delawi. The team included Dr. Zeravan Abdulmuhsin Asaad and Dr. Bayar Mohammed Rashid Omar from Cihan University-Duhok, alongside a specialized team from India: Dr. P. Aranganathan, Dr. B. Bazheer Ahamed, Dr. D. Vaishnavi, and Dr. Mohammed Uzair Ahmed Ayyubkhan. This extensive scientific partnership reflects Cihan University-Erbil’s vision of building international bridges with global research centers to advance knowledge and serve humanity.
