On Wednesday, October 14, 2026, third-year students from the Department of Business Administration at Cihan University–Erbil conducted an educational visit to the Erbil General Directorate of Electricity under the supervision of Assistant Lecturer Hevi Mohammed Qader. Upon their arrival, the students were warmly welcomed by Mr. Najat Suleiman Mohammed, Director of Administration, and Mr. Talat Omar Ismail, Director of Accounting.
In his welcoming remarks, Mr. Najat introduced the students to the main responsibilities and activities of the directorate. He provided an overview of its various departments and units and explained their respective roles.
He also outlined the directorate’s organizational structure, which includes the Administration Department and its units, the Milak and Statistics Department, and the Incoming and Outgoing Correspondence and Services Department. Furthermore, he noted that the directorate uses both traditional paper-based records and modern electronic systems to manage its operations.
He explained that the electricity directorates in Erbil, Sulaymaniyah, Duhok, and Soran, along with the independent administrations, operate under the Ministry of Electricity. He also highlighted the directorate’s role in providing services to citizens and employees of other ministries.
During the visit, the students toured the Personnel Affairs Department, where Mr. Serdar Magdid, Head of the Department, explained its main responsibilities. These include managing official correspondence, issuing circulars and appreciation letters, handling disciplinary procedures, and processing retirement requests. He also explained the two main types of leave available to employees: paid and unpaid leave.
The students then visited the Milak and Statistics Department, where Mr. Lawan Nemat, Head of the Department, explained how employees’ names and personal information are recorded and maintained. He also discussed employees’ rights and responsibilities, including annual salary increments.
He noted that employees may receive salary increments earlier in recognition of outstanding performance or appreciation, while disciplinary actions may delay these increments.
Next, the students visited the Incoming and Outgoing Correspondence Department, where Mr. Najat explained its main functions.
He clarified that incoming correspondence consists of documents received by the directorate from external parties, whereas outgoing correspondence involves documents sent to other parties. He also explained that these documents are assigned reference numbers and registered in the electronic system to ensure accurate recordkeeping and facilitate follow-up.
The students subsequently toured the Accounting Department, where Mr. Talat explained how employees’ salaries are distributed, daily expenses are managed, and projects are implemented. He emphasized the importance of preparing monthly financial reports to monitor income and expenditure. He also provided examples of operational expenses, including stationery, furniture repairs, and hospitality costs.
Finally, Mr. Talat explained the difference between a budget and a forecast. He noted that a budget outline planned financial activities and targets, whereas a forecast estimates expected future financial results.
